Emergency 4 "server not found"?

My friend and i wanted to play emergency 4 together but everytime we try to join eachothers game we get a "server not found" message. I have tried to host it and so has he and it happens to both of us. We can join other peoples matches just not each others. We tried making a public server and connecting through a direct ip but it still didn't work.
