Combat Arms Server Down?

I have been trying to use combat arms for like the last 30minutes but when i try to load the page it times out. Also I tried to just load from the game launcher and log in on there but then it said i wasn't connected to the server or something. How do i fix this? does it have something to do with IP addresses?
